can't ping/ftp

Computer A and Computer B are connected to a hub that is connected to the cable modem.
Computer A can ping B, but B cannot ping A.
I recently discovered this problem when I was trying to ftp from B to A (and from the outside to A). I looks like a firewall is involved, but I don’t have one installed.
Any ideas on where I could look around? Can I take a look at port 21 to see if it's listening? Not sure where to look that information up.
