Can't ping outside of network

I have two computers networked together with a netgear hub. I have ethernet access through my apartment complex and I can access the web from both computers and can ping both of the networked computers and any other computer in the apartment complex. I can't ping anything else off the network. I am hoping that once I fix this problem, I will be able to use VNC to view either of these two computers from a remote location.

Sounds like maybe your complex has a router on the line that is blocking your pings and probably the VNC traffic you were thinking about.

So do you think there is any way I will be able to use VNC? Do I need info about my apt complex router? if so, what do I need to know and do?

Looks like VNC uses TCP ports 5800 and 5900 plus one for each window opened so if you want five windows 5800-5805 and 5900-5905. That's the info the complex needs to allow VNC through, but they may not want to because it will increase the risk for every connected PC in the complex. Good luck.
