Dear all,
I have two PCs, I connect it through router (192.168.0.1)
1st PC : 192.168.0.2 (named COMP1)
2nd PC : 192.168.0.3 (named COMP2)
They are in the same network : MSHOME1st PC can ping router and can ping himself, but cant ping 2nd PC.
2nd PC can ping router, but can't ping either himself or 1st PC.
Why?
Let's say I want to connect both PCs using direct line (no router), how should I set it up?
I have plugged the cable in both PCs using direct line, but I cant ping the other PC, and the other way around. Why? the 1st PC give warning, i think "Low connectivity!"Any idea?

To connect two PCs you need to use a Crossover cable.
Connecting to a Router you use Straight Through cables.
You need to configure the router (NAT Server) to allow communication between the two PCs.

You were configured just fine with the two pcs connected to the lan ports on the router.
I will bet you haven't disabled/properly configured the local firewall on the pcs which will naturally not respond to ping. They, unconfigured, can also block all traffic which is read as partial or no connection.
You could also have damaged/defective patch cables [buy them don't make them]
