I got my external IP address from a website. When I ping it from my desktop, I get a reply but when I try to ping it from an external server, I can't ping the external IP. I can ping other IP's but not this one.

By external server I mean a server that is external to my local network, I would have thought that was fairly obvious.
It's a concern because my external IP, which is more than likely a gateway router, needs to be contacted for return traffic. So it's either that the router doesn't accept pings or it's something I'm doing.

external can be your own hosted web server or a server on the internet or a server in someone elses lan via the internet.
Hence the request for clarification.
Your "external" ip would be that of YOUR router or that of the service you pay for if you are having someone else provide that router service.
It is normal to have your router or the one being provided NOT to return icmp [ping] packets. Though usually you can't ping it from the lan side either if it is configured to drop icmp packets.
