cant logon to pop and smtp servers

Specs: Windows XP
in our company the setup of outlook accounts is as follows:
incoming pop3
THESE SETTINGS WORKS FOR ALL USERS ON THE NETWORK(windows server 2003 network) but not for the new user that i created

everytime he enter the outlook 2003 and try to send an email,a box came up tellng him to enter password for pop and smtp servers
he enters his password and the box still showing
plus getting errors like 0x800ccc7d and 0x800ccc92

what should i do

Is the password correct? Have you tried removing the account and re-adding it?

im putting the network username and password cz i dont know that of the server

could it be a pop3 gmail account? if yes how can i get the pass.

all other users of the network are using outlook properly
