can't install any network

OS: WFW 3.11
CPU/Ram: 8 MB

I just installed W3.1 on my 486 wanna-be server. After that I upgraded it to WFW 3.11.
If I start up, I get the message Microsoft Network: The network software is not running, network options will not be enabled. How do I get rid of that?
I can't install a network if the network icon will not load...

If you have an old 486 machine you would be better off running a linus OS on it. Also how many machines are on the network and what OS are they running?
