cant get to ftp behind firewall

my friend is trying to setup an ftp on his puter behind the campus firewall. i am on a connection outside of the network. we cant get an ip that will reach him through the firewall. im guessin that since the firewall is the gateway for all the internet activity outside the network, that he will not have anything more than the private 10.x.x.x ip address. anyone know how i can access an ftp site on his puter if he sets it up? thanx in advance
