can't ftp through nat..help

I have an ftp server running on 192.168.0.5 which is being routed with NAT to 65.107.32.243.

I can hit the web server that is running on the same ftp server, but I can't ftp.

what do I need to do?

Did you port forward ports 20 and 21 to 192.168.0.5?

what did you mean by that?

do I do this at the ftp server or the router?

and if the router, what is the command?
