Solved Can't connect via P2P with a specific friend/vice versa

Specs: Windows 64, 16 GB
I have an issue that has been happening for about 3-4 months, where I can't seem to connect to my friend with anything that uses peer-to-peer hosting, such as skype, or most videogames. He is having the same issue. The strange thing is, that it is only happening when we try to connect to eachother, but not other people. We have both port-forwarded, both contacted our ISP, and even tried using virtual lan hosts (dedicated hosting seems to work). Has anyone got a solution?

The only thing that really comes to my mind in this case is some kind of firewall restriction at one, or both ends of the connection.

So you've verified it's not a firewall at either end of the connection? I ask because the fact that it only happens between you two, and not you and others, indicates the issue is limited to one or the other of you.

Both of you need to check your router's firewall rules and port forewards, also check the firewalls running on your PC's.
