In my home are two computers. I have networked them. Both are using Xp Pro Sp2.

PC 1 has full read/write access to PC 2.

PC 2 can see PC 1 in the workgroup but has no access.

In the policy editor of PC 1, there is a setting: Access this computer from network. Currently, there are no users and no groups listed there. I suspect that is why PC 2 has no access. On PC 1, no one is currently authorized to access it over a network.

So when I add a user or group to that setting and click "Apply," Windows reports it cannot save the change.

This is not a domain and there is no Active Directory as far as I know. It's just two regular home computers.

Question: What is preventing changes to the policies? And how to fix it so I can make that necessary change?

I am the administrator on both computers.

I don't think it's a policy setting per say.

Sound like you need to build an account for the user first and then add them to the group.

Sometimes I think I understand everything, then I regain consciousness
