can't add user permission

When I try to add user permission under sharing, an error says it's not availible at this time. This is under Win98 se. any ideas?

Ofcourse. I even tried uninstall and installing the network conponents.

Right click on network neiborhood, properties
select access control,check Share-level access control.
Reboot this should fix your problem
