can't access sites through 2000 server

for some reason, i can't get to a website when i'm behind my windows 2000 server. server is set up with dial-up internet using internet connection sharing. when i sit down at the SERVER, i can reach the website just fine. when i go back to my laptop, i can't access it - even though it does say "website found", it never finishes. there isn't any firewall software running on the server.
