Can't access my FTP from the outside

Hi. I need some help. First of all, I have a Linksys router that's setup to foward ports. I have 2 PCs on my private network with IPs 192.168.1.100 and 192.168.1.101 and my router is 192.168.1.1. Anyways I setup an FTP server on one of the computers, 192.168.1.100, and my router is set so that if anyone tries to connect to a licensed IP like 128.208.116.137, the router would foward it to my personal server. The problem is that only people on my LAN at my university is able to connect and no one on the outside of the university can connect. Why is that? Is it a firewall? And why does it not affect people on the university LAN? Thanks for all your help.
