Cannot Renew IP Address/Cannot Connect to net

My desktop, nor my laptop can access the internet. I have connected and reconnected the coaxial cable etc. from my modem and router to no avail. The connectivity status is always strong and when I go to renew my IP address, it is 0.0.0.0 Please help. I am at my wits end with my ISP as they have really offered no help. Does anyone know if this is a modem or ISP problem? Thanks in advance to anyone that can offer any assistance.
