Cannot ping from outside.

I have seen similar question+answers in this place but still want to have clear answer for my problem.
First I am using fixed ip address assigned by school. I can access my win2000 professional/IIS webserver from university computers but cannot from outside. I am seeing "Cannot display page" error messages from web browser. Ping from inside works fine. But from outside it showed timeout error message immediately.
My LAN connection is set up with fixed ip address, subnet mask (255.255.254.0), gateway ip address and DNS server address.
Second, when I check my ip address at http://checkip.dyndns.org/, it is not the ip address assigned for me. Current ip address and host name is changing over time.
Could you please help me? My school network adminstrator does not reply to my question.

May be simply because you cannot access a LAN from the internet.

If you got a gateway ip address then everything to/from the internet is getting sent through that gateway. The outside world will only see the gateway's ip and not your internal lan ip.

I have just realized that my fixed ip address is a private one not public. It's 172.23.....
Is there any hope for me?

The whole point of private IP address is to prevent what you are trying to do, so yes, it is pretty hopeless...
