Cannot browse Network

Specs: Windows 2003 Server, Xeon
We cannot browse our network neighborhood with any client machines (XP Home and Pro)but the server (Windows Server 2003) can browse the network. Client machines get the message: "[domain name] is not accessible. You might not have permission to use this network resource. Blah, blah. The list of servers for this workgroup [or domain] is not currently available." The server is set up as a DNS server, and also we have a Internet proxy device on our network as well.

Client machines can access other machines if their addresses are typed in manually.

for network neighborhood to work you need netbios encapsulated in tcp/ip on all machines.

Review all network properties tcp/ip properties /wins tab and make sure netbios is not disabled.
