I cannot access my own Web site.
If I connect via the router (Linksys EtherFast BEFSR41 v4.3), I get a timeout error. If I connect directly to the cable modem (Motorola SURFboard SB5120), it works.

What I suspect is happening here is that when connected directly to the modem the server is getting public IP address. When connected via the router is it getting a private IP address and the public address goes no further than the router.
You need to be looking at port forwarding in the router to forward port 80 the the server.
If on the other hand to are trying to access the server internally then the router is again the problem. Some routers will not allow you to connect to internal servers with a public IP address, you have to use a local private address.
