Cannot access internet or DHCP

My machine tries to acquire an IP address via DHCP but cannot. I set a static IP and it can ping the gateway, but not any other computer. However another computer can ping mine.

I tried a different NIC and resetting the TCPIP stack using netsh. I turned off the MS firewall. I turned off the Norton AV firewall. Suspect virus, but AV comes up clean.

Thanks much in advance for any other ideas.

Is the dhcp service on, maybe there are other services off that also need to be on?

Have you tried to reset the router or modem your internet is going thru?

Other PC devices work using that same port. This machine has the same symptoms on another network.
