Can ping but can't browse

Hello,
My friend can ping websites, but can't browse them. We've tried both IE and Firefox and neither will work. When I looked at her past updates, it said Service Pack 1 installation failed. I don't think that's the problem though. Anyone have any ideas? Thanks in advance.

Did the problem start when she tried to install SP1? What type of connection is she using? Is there a modem and a router? Run ipconfig /all
What does it say for DNS?

Has this computer previously been able to browse? What has changed from when your friend was able to browse with this computer? Does the IP config show valid IP address, netmask, gateway, and DNS servers for connecting to the Internet through her current ISP?

Use nslookup to try resolving the domain name, see whether it works.. If not, you can try to use the following free DNS servers provided by OpenDNS.

PRE-SP1 huh...my guess would be, some malware hosed your network stack.
Try to 'telnet google.com 80' or, 'ipconfig /renew' from the command line.
If either of those give you a weird error, then it's probably winsock corruption (Which only affects TCP, so i.e.: PING works (IP only), but a TCP connection does not)
