can not get ip from dhcp

need help fixing my crap. installed a wireless networking card and then later removed it because I could not connect to network. unistalled it and then replaced my 100TX nic. Still could not recieve Ip from DHCP. I removed the card and replaced it, deleted it from device manager, enabled netbios, tried using the network connection manager disabled personal firewall restarted the windows DHCP client service in the manager, reset the windows TCP IP stack using netsh, changed the transmission rtaes in the advanced settings for the nic. no dice. I CAN assign an ip manually and the rest of the info. doing this I can ping the other comp on my home network, and the router as well (linksys cable DSL router). I can even ping the DNS servers out side of the router, but not the WINS server. I can not load any web pages. I fixed this once before but it required a CLEAN reinstall of windows XP and I am trying to avoid that at all costs. please help me.
