Two machines with IP address 10.10.1.1/24 and 10.10.1.2/8 will they ping each other?
There are no switch hub or router in between the systems.

An IP and it's subnet mask determine how a machine views another IP. It decides if that combination is part of it's lan (subnet) or if it needs a gateway based on the two numbers (IP/subnetmask)
Are they on the same subnet even though the subnet mask is different?
I read it wrong and answer it wrong too. So get off my case you peanut.

That setup doesn't even make sense.
The significant problems we have cannot be solved at the same level of thinking with which we created them.

The two address ranges you mention share the same network ID 10.10.1.xxx (Assuming your subnet mask is 255.255.255.xxx) Therefore, they are not on different subnets. So YES they should ping unless you are using firewall set to discard ping requests. WinXP firewall is set that way by default. Since you did not include your subnet masks, it's hard to say for sure.

Me neither and the /8 and /24 are the subnet masks. Put 8 and 24 mask bits in a cidr subnet calculator and you will see.
