Can an IP address be used for finding account

The full question would be: can an IP address be used for finding accounts on forums?

I'm the admin on my own forum and am a member of the second (just a member, not an admin or mod). Recently, someone joined the second and began blasting the first with information that made it clear that it was probably a member from my forum as well.

I think I know who the person is, but he denies it (as does everyone else, of course). However, I'm not positive, and I don't want to ban him if he is, in fact, not the one being offensive on the second forum. The issue is that I don't know for sure.

I have his IP address and email, but I can't access them at the second site. The mods removed all of the posts made but are unwilling to share the info or even just double check.

So, with the information that I have, is there any way I can confirm that the two accounts belong to the same person, or am I out of luck?

As the admin, do you not have access to user account information? I'm just a moderator here and I don't, but it seems to me an admin would have.

Wouldn't user information include stastics and data like, how many posts total, in which forums, date/time of post etc?

I'm the admin on the first site. I'm just a regular member on the second site (where the attacks were posted), not an admin or moderator. So I have all the information for the first site, but I don't have it for the second.
