can a print server do doubled-sided

I have a motorola print server and cannot use the doubled-sided print feature. According to motorola, it is not possbile for a print server to stop a print job and wait for a person to re-insert the paper. Is this true? Is there a print server that can produce doubled-sided documents?

It's not so much the print server as the printer. If the printer supports duplex printing then you can duplex print. If it doesn't then you can't...at least, not as a single print job.
What you can do is send each side of the page as a single print job and in between the two, put the paper back into the feeder (manual or tray...whichever your printer is using....manual might be simpler) setup so it can print the second job to the blank side of the page.
