Blocking Program?

could there be a program blocking me from makeing a dial up connection? Cause i have the option of makeing a wireless connection but no wireless card or wireless service. If so how could i remove this, to be able to make everything work properly?

Iam not trying to remove anything. I am trying to make the computer allow me to make a Dial Up connection. Check my other post with the link and the picture is the same thing thats happening to me.

Because it is a diffrent issue, just the same computer. now what i was talking about when i said Remove this. I was refuring to a program, if it exist. I was origanally asking if there could be a program on a computer ment to block computer users from makeing a dial up connection. If so, how could i find out what it is and how could i "Remove" it?

Yes i have a modem, and yes it works, ive even tried to put a new one in, but it was the same thing, so i put the old one back in it and diagnosed it and everything was working properly. So theres something misseing that i havent found yet.
