Is there a way for me to surf the web while blocking my Ip address ( so other sites cant see it), or something to keep me safe like that?

There are ananymous browsing services services that allow you to surf through them in a sense. This page lists some of them: http://www.space.net.au/~thomas/quickbrowse.html.
However, I would just suggest a router if you don't already have one. When using a router only the router's IP can be accessed via the net. Your computer is on a private IP.

What do you mean "keep me safe"? Do you mean from hackers or malicious code embedded in the web page? Or do you mean you want anonymous browsing?
A proxy server would correct the latter, but the former still gets through. No SOHO firewall/router prevents that either. Your best bet is to either
A. Disable or selectively install Active X and Java applets from trusted people. B. Install them, but also run a current antivirus to find them when they get on your PC, and a software firewall to prevent them from accessing the internet (usually to download all their pals).

Or you can use http://www.proxyswitcher.com/ It can be used to find and test anonymous proxy servers. They can be used to hide your IP from web servers you visit. It's not free tho.
