To whom it may concern,
this is strictly for knowledge purposes and I've been unsuccessful looking on Google..... My question is how would you block "ALL" of downloading. I have a netopia 4622-XL T1 Router in my test environment and just trying to gain more knowledge. I would appreciate anyone's assistance.

That essentially means block all access to the internet which you could do either by blocking all ports in the router settings config or block all port with a firewall.
