Best bet for old computer

I have an old computer (64MB RAM, 900MHz Celeron, CD drive, Floppy drive, USB, 20GB HDD). It has no built in networking, and the only included device is a modem card. It has a parallel port and a serial port, and I'm thinking of putting 98, 2000, or an early XP on it. Since Ethernet isn't available, and my main use would be file transfer and old gaming, what is my best bet?

Also, I will probably not be able to get anything from an online store, so if its available for cheap in a store, or can be home made, I'm open to suggestions.

Either 98 or 2000, but defiantly not XP with only 64mb of ram.
