i want to throttle just ONE computer on my network.. all computers have equal access to the network, but there is one that is causing problems, it is a win 2000 machine... i have spent hours and hours searching, and trying out software... all are server based... anything that is just client? just install on the one computer...

Not sure you can do it from that computer easlily. You may be able to install a virtual machine to monitor bandwidth and allow the computer to act through it. It would be easy to bypass.
You'd need any sort of device or computer setup to do that exact function. Switches and routers may do that along with dedicated devices and computers can do that.
I read it wrong and answer it wrong too. So get off my case you goober.
