i have a computer with dialup; a laptop with wireless card, a wireless router (dlink) and i'm trying to share the internet, but when i try to configure host computer using ICS wizard, I get error 799, saying that a program or computer is already using 192.168.0.1. I think it's the router that's using it. The installation auto assigned the router. How do I get this straight

Your D-Link router does have 192.168.0.1 as its default IP address. Are your other two computers set to "Obtain IP address automatically"? If your host PC has the same IP as the router, you will have to change it, even if it means setting the IP manually (e.g., set it to 192.168.0.100).

so how do i turn on ICS, when it says it can't turn on ics because the host HAS to be 192.168.0.1. It doesn't give me a choice to assign a different number to the host.

Try making your router a different IP. You will have to change all the settings on the machines that use the router as a gateway, unless they use DHCP, then you can use that IP for the machine you want.

I was thinking just that- but i really don't know how or where to change the ip for the router. I installed the software on my laptop (for the router), but don't see where any settings are for ip assigning

so does anybody know how to go about changing the router ip addres to something else- and will the router use/work with another ip address?

In your dlink router's configuration menu, disable DHCP. Connect the WAN port of the router to your PC and restart your ICS wizard. Run the Networking Wizard on the host PC, to make sure that the XP firewall knows it's on a host PC with clients. Run the Networking Wizard on the laptop and configure its firewall to know it's a client on a routed network.
What's happening is that the router set up its own DHCP server network and it's assigned itself 192.168.0.1. Plugging the ICS host PC into a LAN port just doesn't work - it has to be the DHCP server for the network. Disabling DHCP on the router turns it into a Wireless Access Point (WAP) and all clients to the router get their IP assignment from the ICS host PC upstream
Your laptop will only connect to the Internet while the host PC is up and running, you know. If you ever wanted to you could pick up a router with a built-in dialer and connect both PCs to this as clients.

I wouldn't reconfigure the router. 192.168.0.1 is the gateway address. Your ics station should be getting a different ip address like .2.
You have to be answering a question wrong with the ics setup wizard.
Start by going to a cmd prompt [run -type cmd and hit enter] then type ipconfig and hit enter. This will list your interfaces and what ip address are assigned to them
I suspect the issue is you don't have TWO NETWORK INTERFACES in the machine you want to do ICS on. You don't mention this in your post anywhere. You MUST have two interfaces to be able to bridge them which is what ICS does.
Normally you would use a crossover cable between pc2 nic and pc1 nic. PC1's 2nd nic connect to the router. This can be a regular patch cable or via a wireless card. A wireless card is a nic [network interface card].
Without the hardware you can't bridge.

I'm going to try this tonight (in about 5 hours from now)and post back. If you guys can check back for the results and further assistance I'd be very grateful

If I have read this post correctly...
Instead of using ICS and physically connecting one PC to the other simply connect the the wired unit to one of the available ports on the wireless router and let the router assign the IP addresses to the PCs.
To access the router's configuration open IE and type in the router's address of 192.168.0.1
If this is a new unit then read the instruction manual to find the default admin name and the default password.
If it is a used unit and you don't know the password you should be able to stick a paperclip into the small hole on the back of the unit to reset it. (I don't know how long you have to hold it in. Probably 3-5 seconds)
