Assign IP address to Cisco 2950 switch

i have just one confusing question in setting up cisco 2950 switch, when one have to assign an ip address to this switch, technically is the ip address assigned to the switch itself or the vlan/s in the switch?
i.e the below assigns an ip address to a vlan in the switch:

#config t
#int vlan2
#ip address
#no shutdown

this is for vlan.
the question is, is this also what is meant by "assigning an administrative ip address to a cat switch"?
still new on this guys, need clarification.

you assign a ip address via the console so you can later telnet to the switch via the lan.

you do not assign a ip address to a vlan but a range of ips since one ip would do nothing for you.
