Allow one computer access to shared

By setting permissions (in advance sharing enabled) for a shared folder, it dosn't allow me to give permission to someone on another computer on the network. By "Locations..." it only says my computer name. Is there any way to just allow one user on the network access to the shared folder, or I just have to choose "Everyone"?

I'm going to assume you are on a peer-to-peer network.

If the user on the remote computer has an account called "Bob", you can give access to his account on the host computer by creating an exact duplicate of his account (i.e. same username and password) on the host computer. Then give access to the shared folder for that local account.

When a remote computer attempts to access a shared folder, the host computer will "authenticate" using the requesting user's username and password. If the username & password match an existing account on the host computer, they will be given the same access as the local account.

Also, if you only want account "Bob" to access a share, or shares, ensure his account is in the ACL and remove the Everyone group as that would allow anyone who has a valid account on your PC to connect to shares. Also, it would allow anyone to connect who's in the same network as your PC that knows your administrator account password even if they don't have an account created on your PC.
