ADSL Broadband Speed Drop-Off

I have ADSL 1MB broadband with NTL and every now and then it goes extremely slow, like down to 29 Kbps (3.6 KB/sec) (or lower) instead of the average 953 Kbps (119.1 KB/sec). After a thousand or so phonecalls to NTL's fabulous customer help, a many different answers, they finally told me to do this.

Open up RUN then type:

netsh dump (OK)
netsh int ip reset reset.log (OK)
and then netsh winsock reset catalog (OK)

After restarting, the internet is back to the faster speed.

My questions are, does anyone know exactly what I am doing here, why I have to do it and is there any way of making it so I'm not doing this three times a day, which will get a little annoying after awhile.
