Maybe you could explain this a little more clearly. The above statement doesn't really make any sense to me.
We can actually add a route and can ping the address but can't telnet to it. Maybe this is a firewall issue...
Did you check to see if it is a firewall issue? It seems to me (and I may be wrong) that by default, Windows isn't setup to accept telnet connections. You may want to do a little google research on the subject and find out. If I'm right, you would either have to, enable the ability to accept connections, or install telnet server software.
We are just trying to hard code or reserve a certain IP Address so it doesn't conflict wih our other address on our network.
All that is required for that is to statically assign that IP to that PC......period.
