acquiring ip address

I have an internet adapter that cannot acquire an IP address. In the tray at the lower right of the screen, a little symbol keeps going back and forth and when I hold the mouse over it, it says "acquiring IP address". Also, the desktop icons take 5-10 minutes to show up when I boot the computer (and restart). This started happening when the adapter was attached to another computer and then brought back to the one in question. Any help would be sincerely appreciated. Thanks.

Does it boot normally if the dongle is not connected?
Have you tried uninstalling the dongle software and reinstalling it?

when I try to uninstall the software of the internet adapter, it does not uninstall. Also, when I try and delete the drivers then reinstall the drivers, I get a message that the drivers are already installed, and that I will have to delete them before reinstalling them again. Very confusing to me. Appreciate your responses so far, and maybe we can get this working without reinstalling windows.
