Acer Laptop cannot connect to public wifi?

Specs: Windows 7, 3.008 GHz / 4047 MB
I have a Verizon Mifi that my laptop can easily connect to. My laptop can also connect to my phone if I want it to, and it can connect to my home wireless network. All of these networks are secured and protected with a password. I travel a lot, and when I see that I am near a public wifi network with at least 3 bars, I select that network, it tries to load, says "Windows cannot connect to (name of network)". I try to troubleshoot, it resets adapter, then tries again and same result. My last laptop prior was able to connect to any wireless signal within its range. What could be the problem, as my mifi data is limited so I would like to use public networks for streaming movies.

Did you put a static ip address on the wifi?

Not sure how do I find out? If it were static would it not be able to connect to my phone or mifi card?
