I have 14 pc's in a internet cafe of which 1 is the server, I have opted for two ISP's so as if one isp goes down I can immediately switchover to another, the issue I am facing is how do I set up the network to resolve this without doing anything manually? I have 1 static & 1 Dynamic IP + 2 routers + 2 8port switches

Best Plan: You purchase a dual wan port router which has the ability to failover the connections and utilize multiple wan links.
OK Plan: configure both routers to be the same lan ip range. Turn one off until you need it [manual failover]
Recommendation: Get a switch capable of vlans so you can separate via vlan your business server/POS system from the client pcs and the server that controls time usage/access.
