Okay, this is a bit of a toughie, little challenge for anyone who thinks they know their stuff...
Heres the situation: 2 Static IPs are being provided through an ADSL connection. The network looks like this:
ADSL Modem -> Hub -> Server (has own ip) + Network Router (has own ip)
Now, everything works great from outside the building, but from inside, the network cant see the server (http, ping, telnet, anything) and vice versa. This is obviously an issue, as 95% of the server work has to be done from this building.
Heres what I know:
-The issue is NOT with the router
-Both ips are on different subnets, and both have different gateways at the ISP level
-Packets sent from one ip to the other go outside the network, but "cant find any nodes"
-I replaced the hub with a basic consumer level switch and that made no differenceThis ones been cooking my brain for about 3 days now, and I'm stuck. Anyone think they have a solution? Willing to try anything at this point...

As stated, the router is "below" the hub. The router gets its own ip, and the server gets its own ip, separating the network from the server.

Post your traceroute (x-out whatever).
Is the modem in bridge mode?
Does the ADSL require login (PPPoE, PPPoA)?

If you unplug the modem from the Hub, then power up the router and server, can you ping the server by its IP address?
Go into Network settings on the server, for the NIC card, Link speed/Duplex mode and force it to use only 10MB / Half Duplex mode.
The Modem should be using 10MB, but might be allowing Full Duplex which could be a problem if the router is allowing Full duplex. That part of the "network" must run at 10MB and Half Duplex. You might be using a 10/100MB hub. You should be able to get this to work with the modem unplugged, and the router and server setup with their Static IP address. (URL resolution would of course not work with the modem unplugged, so you would want a HOSTS file on your networked systems that point any URL of your server to its static IP address.)
