Hey i wonder can i run 2 dns servers at the same time one for one network card and the other for antoher network card??
or can i somehow split the first one in any windows settings so certain ips connect to the other dns and the others to another ?

You can run two DNS servers. Most ISP's do for redundancy. If you statically assign IP info on the clients, you can point them at whichever of the two you want. The same stands true for dual NIC's in a multihomed PC/Server.
