The 169.254 range of addresses is caused by the pc's not being able to connect to the dhcp server - they are auto generated by the client. If they're connecting via a router it may be that's where the problem.

how are they connecting to your network?? The 169.254 address means that they are unable to reach the DHCP server. So the problem maybe the connection device (hub, switch etc may not be functioning properly

169.254 addresses are generated by Windows Automatic IP Addressing (APIPA). This means that the client was unable to connect to a DHCP server. Start at the clients NIC card and work your way out, check cables hubs etc... Is you dhcp server on the same subnet as your clients? If yes, look very closely at the clients, if no examine your routing setup.
