What is the best method for copying Files and Directories from one volume to another while maintaining File Rights ?

Use Netware Administrator. Go to the volume you want to copy from, find the files, select, Select Copy (or Move) from the Object menu, then check the "Copy Trustee Assignments" button and you should be in good shape.

Or if you are on Netware 3.x, use NCOPY- same syntax as DOS XCOPY
