Haven't tried it myself on 4.11, we're using NTP on NW5.1, but....
For the 4.11 box you can try rdate.nlm (last seen at ftp://ftp.murkworks.com/freebies/rdate/rdate.zip ) It uses the RFC 868 "Time protocol" on port 37, not NTP, so you'll need to find a box that it can sync from. Most (UNIX) timeservers will allow it. http://www.nwconnection.com/may.97/let57/
Then go read http://www.niceties.com/TimeServ.html for more info on making NT sync. This page has a list of 3rd party apps that can make NT act as an RFC 868 server - which might solve your problem.
