Slow File Copy

I have 5 identical 5.1 servers in a server farm. One of the 5 servers has very slow file copy that occurs and when you try and run a program from the server it is slow. The cpu utilization goes up to 80-90 and sits there until the install is finished. The servers all have the latest service pack and are running DS7 not 8 or e-directory. Any idea what could be causing this.
