Sending broadcast messages doesn't work

I'm trying to send a broadcast message to all the workstations by using the command: broadcast "message". It appears that only the computers on which Client32 is installed receive my message. How can I make the other computers to receive the broadcast? Server: Novell 4.11 PII 300 128M Workstations: Win95/98

By installing client32 :o) it's a feature that is not understood by microsoft netware client.
