Send broadcast message w/o client

We are developing an alert system at my university and I would like to create a small web application to automate the sending of emergency alerts across campus. Is there a way I can send a broadcast message from an external application (i.e either web or win32 app) without being logged into the client? I've looked for a API or SDK, but I'm unable to find anything useful. If I was to develop a small web application I would need a method of connecting to the Netware server to send a message. Any ideas would be greatly appreciated. Thanks...
