Renaming queue based printers

I have a renaming problem. Owrking on Windows 2k pro, I am sometimes able and other times unable to rename my network printers. I log in locally as Administrator.
Does anyone know of the causes? Microsoft says renaming cannot be done on network printers but my problem is that I can do it sometimes but am denied sometimes. Advise please!!
