Do you have ArcServe running? If so, are you loading the BSTART util before or after loading arcserve?

Click on his name to launch your mail client. Or if that don't work, if u have IE, go to view, make sure status bar is ticked, leave your cursor by his name and look in the status bar at the bottom of the screen.

Those public loader symbol stuff - is usually because an NLM is not running in a correct order - as mentioned above. What do you have installed ? Certain things have to be loaded in a certain order...
