How can passwords be changed and synchronized in a Novell 5.1 and Microsoft Windows 2000 environment? Our primary login is into NDS but more and more we are putting up Win2K servers. We use Exchange as our email so we need to find a way for our users to change there passwords and for these passwords to be synchronized.

I work sometimes in a mixed environment like that, so I can tell you what has to happen from a users perspective (I'm not a sysadmin at this site). I don't think that anything special is happening on the server side, but someone could easily contradict me.
Train users to never change passwords through the Netware client. Even when their password expires and the client gives them a chance to change pw, resist.
Always use the PW function of control panel, and select "Change Windows PW". This will then give them a list of all servers, both NW and NT, that they are connected to, and synchronize the pw change, assuming that they were all sync'd to start with. This keeps the workstation and all server passwords sync'd, in my experience.
If you have any remote (dial-in) Exchange clients, forget it. We never have gotten that to sync properly.
Hope this helps

You should seriously look into Novell Account Management for W2K version 2.1. With this product you can create user in NDS/eDirectory and then they are automatic created in AD or your domain. This product also come with passwordsync. With this you avoid dobbel administartion on your user, and you can manage everything from Console One.
