The long term cache hits on my netware 6 server with service park 3 is 37%. Without rebooting the server and not knowing which nlm is the cause how do i get this to the 90%-100% range?

Sounds like you're running low on memory. Go to remote manager and check up on your memory resources. Long term cache hits as low as that are usually the result of always having to go to disk to fulfil a request.

One other thing to note is that long term cache hits in Netware 6 only indicate cache percentages on traditional volumes.
