Is it possible to restrict the users from creating subfolders without restricting their file acces rights within the parent folder?

Yes, set an IRF, or Inherited Rights Filter, at the level of the subdirectory to filter out the rights you do not wish users to have at that level. You would filter out the Create right here specifically.

Thanks for responding to my Novell folder and file access right message I posted on Computing.net.
I filtered out the create right at the folder level. But doing so also resists the user from saving files within the folder.
