How does a Novell Network Server locks out
an account after a certain number of failed
logon attempts?

It depends on how the administrator has configured that in the NDS eDirectory.

It can be disabled after e.g. 5 (can be configured or completely switched off) wrong logins, so that the user has to contact the system administrator to reenable the user login.
